How to File a Complaint With PayPal


1. Log into your account on the PayPal website.
2. Determine if your complaint is because an item being delivered was different from its description, an order was never delivered or an unauthorized transaction took place.
3. Click the 'Resolution Center' hyperlink under the 'My Account' tab on the top of the homepage if you have a dispute related to an undelivered item or if the delivered item is significantly different than its description.
4. Click the 'Dispute a Transaction' hyperlink to open your case. You must open your case within 45 days of the date that payment was made. From this point, you have 20 days to resolve the dispute with the seller.
5. File a claim with PayPal in the 'Resolution Center' if you cannot come to an agreement with the seller. You must file a claim within 20 days of opening the dispute. Disputes not escalated to a claim within 20 days will be considered resolved. PayPal will investigate the transaction and resolve the claim either in your favor or in favor of the seller.
6. Enter the details of your claim in the 'Resolution Center' under the 'My Account' tab if your complaint involves an unauthorized transaction. PayPal will review the specifics of your claim, request any additional information needed from you and other involved parties and refund the amount of the transaction if deemed unauthorized. If other parties are involved, PayPal will request information as needed and give the other parties seven days to respond before settling the claim.
