Can I Get a Refund Through PayPal?


Contact the Seller
Before opening a dispute to receive a refund, PayPal suggests contacting your seller as a first step to resolving any problems. Most sellers would rather settle problems directly with buyers to avoid the arduous resolution process. Express your concerns to the merchant via email or other means of contact to work out an alternative agreement, such as a replacement item. If you aren't interested in a replacement or simply want a refund, you can move on to opening a dispute.
PayPal Disputes
A PayPal dispute is a formal means of bringing your complaint to PayPal's attention and the first step in receiving a refund. If the seller is non-responsive, opening a dispute in the Resolution Center will give him incentive to resolve your complaint as soon as possible. PayPal still requires sellers and buyers to work out their problems themselves during disputes. You have 45 days from the origin purchase date to open a dispute and 20 days to settle it. If you do not settle the dispute within 20 days or escalate the dispute to a claim, PayPal will close the dispute without issuing a refund.
PayPal Claims
Buyers who are unable to resolve disputes within 20 days must elevate the dispute to a claim to receive a refund. At this point, PayPal reviews the claim and decides if the buyer is entitled to a refund. If you receive an item that is significantly not as described (SNAD) by the seller, you must make specific SNAD claim. If PayPal finds that the item's condition was misrepresented or the item is not authentic, per PayPal's user agreement, the company will automatically issue a refund for the purchase, but you are responsible for shipping the item back to the seller.
Considerations
PayPal issues refunds according to how you made the original payment. If you purchased an item from a PayPal or eBay merchant via credit card, the refund will post to your credit card if you opened the dispute within 60 days of the original purchase date. However, it still may take up to 30 days for the credit to appear on your bank statement. All refunds made 60 or more days after the original purchase date are deemed new transactions and will credit to your PayPal balance.
