PayPal Pros amp; Cons

Acceptance
PayPal is a widely accepted method for buying and selling things online. While it was originally used mostly in transactions between two private parties, such as for eBay auctions, PayPal is now an accepted payment tool for almost all e-commerce websites. The widespread acceptance of PayPal makes it a great way to pay for shopping online. Checking out and paying with PayPal is usually much faster than paying with a credit card, because your financial information is already linked to your PayPal account.
Email Linkage
Another advantage of PayPal is that a given PayPal account is linked to an email address. This means that the only information that you need to give someone in order to receive a payment via PayPal is the email address associated with your account. This makes for an extremely convenient and streamlined payment process, however it does come with the risk of sending payments to the wrong recipient if email address are entered incorrectly.
Transfer Speed
The payment process of PayPal is fast and easy to understand, but the rate at which funds are ultimately transferred can vary. It can sometimes take several days for a pending payment to be cleared, and until a payment is cleared, funds will not be available. Another issue is that funds received via PayPal are added to your PayPal account balance, not the balance of any linked checking or savings accounts. After receiving payments with PayPal, you must schedule a balance transfer from PayPal to an outside account unless you plan to keep the money in your PayPal account. Transferring funds from PayPal to a linked account usually takes a few business days, which can further delay the time until you actually have access to funds you receive with PayPal.
Security
One of the main reasons people use PayPal is for financial security when shopping online. While any online financial transaction is more risky than going to a bank, using PayPal is for online shopping avoids entering financial information at every individual website you visit for shopping. This can help reduce the chance of having your financial information getting into the wrong hands.
Fees
One of the biggest drawbacks of using PayPal is that certain payments will incur fees. Money transfers made between friends and family are not charged fees, but payments made for the transfer of goods and services are charged a flat rate of 2.9 percent for transfers under $3,000 plus an additional 30 cents. Fee percentages are lower for payments greater than $3,000.

How to Create a Donation Website

1. Use software. Donations need to be timely. You might need to raise money to pay rent or help someone in a news story. Learning how to program, design and build a website can takes months or even years. Consider creating a donation website with existing software. Set up a blog for free with Google's Blogger in just a few minutes. Utilizing existing software lets you focus on the problem at hand instead of adding stress by learning how to make a website from scratch.
2. Share your story. There are a lot of donation websites out there. Yours needs to stand out. Tell people why they should give to help support your cause. Blog on your site often with thank-you notes for the donations. Update your blog regularly to keep readers aware of the running totals of their donations and progress that has been made with your charity or situation.
3. Create a banner or button. If you don't have a design program, use MS Paint. Not everyone who visits your donation website will be able to afford to give money. Visitors can help spread the word out to reach other Internet users. Make a button that details the cause in a few words. If the donation is going to help a specific person, include their picture in the background to lend legitimacy to the cause. Readers can place the button on websites, blogs and forums to get the word out about your donation site.
4. Set up secure payment processing. A visitor may be more likely to donate if your site is trustworthy. People may be wary of giving their credit card information out even if it's for a good cause. PayPal offers a free donation button where users don't even have to have a PayPal account to give money. Buyers will be able to pay from their own PayPal accounts or using their credit card.
Enter the name of your organization in the button creator. Change the appearance of the button and decide what currency users should donate in. Include an email address to receive payments and select whether donors should give a specified amount. Copy and paste the generated code into the html of your blog post or side bar.
5. Accept any amount of money. Readers may be leery of donating a set amount. Ask for anything your visitors can afford. If Internet visitors support your cause the pennies will add up quickly. If they are unable to donate, encourage them to leave thoughtful or inspiring messages.
6. Harness your existing site, auction or estore. Turn any sites that you already have into donation websites. You may make more sales if you donate a percentage of each sale to charity. Customers get a product they need and also help people at the same time.
7. Get the word out about existing charities. You might not be able to set up your own charity due to time constraints. Instead promote a charity that you already believe in using your donation site. Make readers aware of any prevention programs that exist as well as fundraisers.

How to Make a Donation Website

1. Sign up for a web host and domain service. Choose a domain name that is directly associated with your purpose for requesting donations so that it will be more easily located and your visitors will understand what the site is about immediately. For instance, if you are collecting money for your little league team, littleleaguedonations.com would be an ideal choice. Expect to pay anywhere between $5 to $20 per month on your hosting service.
2. Sign up for a PayPal account. This service will allow you to accept donations online without paying an upfront or monthly fee. You will pay a per transaction fee for each donation that you accept. You will also be able to generate PayPal 'Donate Now' buttons automatically using your account.
3. Create three main HTML web pages for the site: 'Homepage,' 'About the Cause,' and 'Donate Now.'
4. Start by creating your donation homepage, which will contain all of the links to your other pages. The homepage should have about 350 words about your company or yourself, and the reason why you are asking for donations.
5. Include a few photos related to the cause on the homepage. Create a side or top menu bar with links to all of the main pages of your site. In addition to the item on the menu, include a large, prominently displayed brightly colored button on the front page that says 'Donate Now.'
6. Write about your cause or purpose for asking for donations on the 'About the Cause' page. Provide a detailed background on your organization or yourself to assure the potential contributor that your cause is legitimate and worthy.
7. Create your 'Donate Now' page. Tell the reader again why you need this donation and where the money will go. You will place another 'Donate Now' link on this page --- this time one that is generated by PayPal to take the visitor to the PayPal site to complete the donation.

How to Set Up Pay

1. Go to the PayPal website and click the "Sign Up" link to create a new PayPal account if you do not already have one.
2. Choose to make either a Premier or Business account. Personal accounts may not use the PayPal shopping cart, and will be upgraded to Premier or Business accounts automatically if the merchant services are accessed. Choose a Premier account if you are an individual, or choose the Business account option if you are a merchant with a business name.
3. Provide all of the information required on the registration form. Premier accounts will require much less information (needing only a name, address, email address and password), while Business accounts require more (including the business's name and information).
4. Click on the Merchant Services option under the Business tab once you have logged in to your account.
5. Choose either the Website Payments Standard or the Website Payments Pro option for your cart. While the latter has a monthly fee, it also allows you to process credit card payments on your own website rather than forwarding customers to PayPal's website. With either option, your customers do not need a PayPal account.
6. Select the category that matches what you will be receiving payments for. This option affects only which parameters you must supply and what your button will look like. For instance, the "Products" option will give you a "Add to Cart" button, while the "Donation" option will give you a "Donate" button.
7. Enter the name of the item, its price, the shipping cost and tax rate. Other types of buttons (for example, donations) will allow you to enter a fixed amount associated with the button, or will generate a blank form into which your customer may enter any amount.
8. Click "Create Button" and PayPal will generate code that should be copied and pasted to your website. Select all of the code in the box and copy it by choosing "Copy" from the Edit menu. Then, paste the code into the source of the webpage on which you want the button to appear.
9. Create buttons for every specific good or service you plan to sell on your eCommerce website and continue to add the button code to the appropriate pages on your website.

Can I Get a Refund Through PayPal?

Contact the Seller
Before opening a dispute to receive a refund, PayPal suggests contacting your seller as a first step to resolving any problems. Most sellers would rather settle problems directly with buyers to avoid the arduous resolution process. Express your concerns to the merchant via email or other means of contact to work out an alternative agreement, such as a replacement item. If you aren't interested in a replacement or simply want a refund, you can move on to opening a dispute.
PayPal Disputes
A PayPal dispute is a formal means of bringing your complaint to PayPal's attention and the first step in receiving a refund. If the seller is non-responsive, opening a dispute in the Resolution Center will give him incentive to resolve your complaint as soon as possible. PayPal still requires sellers and buyers to work out their problems themselves during disputes. You have 45 days from the origin purchase date to open a dispute and 20 days to settle it. If you do not settle the dispute within 20 days or escalate the dispute to a claim, PayPal will close the dispute without issuing a refund.
PayPal Claims
Buyers who are unable to resolve disputes within 20 days must elevate the dispute to a claim to receive a refund. At this point, PayPal reviews the claim and decides if the buyer is entitled to a refund. If you receive an item that is significantly not as described (SNAD) by the seller, you must make specific SNAD claim. If PayPal finds that the item's condition was misrepresented or the item is not authentic, per PayPal's user agreement, the company will automatically issue a refund for the purchase, but you are responsible for shipping the item back to the seller.
Considerations
PayPal issues refunds according to how you made the original payment. If you purchased an item from a PayPal or eBay merchant via credit card, the refund will post to your credit card if you opened the dispute within 60 days of the original purchase date. However, it still may take up to 30 days for the credit to appear on your bank statement. All refunds made 60 or more days after the original purchase date are deemed new transactions and will credit to your PayPal balance.

Can I Use One PayPal Account for Two eBay Accounts?

Creating Two Accounts
The eBay terms of service allow users to create multiple eBay accounts provided that certain rules are met. Each account must have a unique user ID and have a different email address associated with it. Once created, the accounts aren't allowed to interact with each other on the eBay website; users found using two accounts in conjunction to increase bids or otherwise artificially inflate the cost of auctions can have their accounts suspended or banned.
Paying with PayPal
PayPal can be used to pay for most eBay purchases as long as the seller accepts it as a payment method. PayPal users can send payments for their items using the eBay checkout system or directly from their PayPal account to a seller-provided payment address. PayPal can be used regardless of which user ID the item or items being paid for were won with; if the payment is being sent directly through PayPal then the account doesn't even need to be linked to an eBay account.
Being Paid with PayPal
When selling items on eBay you can receive payments in your PayPal account even if your account is associated with a different eBay user ID. Your PayPal account must be linked with the user ID for your eBay seller account to use PayPal as a payment option on your auctions. Any PayPal payments you receive for auctioned or sold items will be deposited into your linked PayPal account automatically.
Linking Multiple Accounts
You can only link a single PayPal account with an eBay user ID, but you can link up to eight user IDs with a single PayPal account. On the 'Accounts' tab of each user ID's 'My eBay' page, click the 'PayPal Account' link to access the PayPal information page. Click the 'Link My PayPal Account' button and log in to your PayPal account to link it to the user ID. You may then repeat this process with your other eBay account using the same PayPal account.

Can You Claim a Refund Through PayPal?

Request a Refund
The easiest way to get a refund through PayPal is to ask for one directly from the seller who sold you the goods or services you bought using PayPal. In the seller's account, that person would go to the payment history, select your payment and click the 'Issue a Refund' button.
Open a Dispute
If the seller isn't willing to refund your money, open a dispute with the seller through PayPal. You do this by logging into your account, finding the transaction ID of the purchase in question, going to the 'Resolution Center' tab and clicking 'Open a Dispute.' According to PayPal, acceptable reasons for opening a dispute include not receiving an item or receiving an item that was 'significantly different than it was described.' Be prepared to provide documentation to support your side of the story.
Upgrade a Dispute
If you can't resolve a dispute with the seller using PayPal's dispute process, you can escalate the dispute to a claim. The claim process is based on arbitration, in which PayPal will review the cases presented by both sides and decide in favor of either the buyer or the seller. In some cases, the disputed amount may be split between the buyer and seller.
Considerations
Contact a seller for a refund within their specified refund window. Most merchants give you 30 to 90 days to return or exchange an item. Per section 13 of PayPal's user agreement, you have only 45 days from the date of purchase to open a dispute through PayPal. If you aren't getting results from the seller, make sure you open the dispute before this window ends. If you have to upgrade a dispute to a claim, you must do so within 20 days of opening the dispute.

Is PayPal a Legitimate Bank?

The Facts
In the United States, a bank is a financial institution, licensed by the government and providing specialized financial services to its customers.
Bank Regulation
A bank agrees to regulation by an industry-specific body of U.S. law, covering fraud, credit, liens, contracts, banknote issuance, privacy and other issues.
PayPal
In a June 2007 BusinessWeek article, Catherine Holahan explained that PayPal isn't a bank because it depends on other financial institutions such as GE Consumer Finance to provide many of its services. In a 2002 advisory letter, the FDIC said that as long as PayPal doesn't accept direct deposits, it won't be regulated as a U.S. bank. In Europe, however, PayPal does have a banking license.
Other Differences
Per its User Agreement, PayPal doesn't run credit checks for new accounts unless the user registers for a business merchant account.
Considerations
Though it's not a bank, PayPal's flexibility and lack of regulation may be a boon for consumers looking for a financial services provider that's less regulated, and has greater Internet purchasing access.

3. Look for the Details button listed next to the transaction and click on it. The Details section shows you all the information pertaining to the purchase including the seller’s name, email address, the date it occurred and the exact item purchased or a description from the seller.
4. Select the "File a Dispute" option at the bottom of the screen. The only way to get details about a seller such as their home address and phone number is to file a dispute with Paypal. Paypal asks for the reason for the dispute.
5. Read the email Paypal sends about the dispute. Paypal contacts the seller and gives the individual a specific amount of time to respond to the dispute. You’ll receive the seller’s answer and also have the chance to contact the seller on your own, using the information provided by Paypal.

How to Get Your Money From Paypal

1. Use your PayPal account to make online purchases. Most websites that sell items online accept PayPal as a form of payment. This is a great option if you use the money that you make online to make purchases on the Internet. However, you cannot use this option to make most of your monthly bill payments or to have cash on hand.
2. Request a debit card to access your money. The PayPal debit card is linked directly to the money in your account, similar to a debit card that is attached to your personal checking account. This option is popular with people who use PayPal to make money online. Once money is deposited into PayPal accounts, users have instant access to it.
3. Instruct PayPal to transfer the money electronically to your bank account. You can request the transfer at any time. The transfer occurs within 5 to 7 days -- frequently less -- from the day that you request it. Once in your bank account, you use the money as you see fit. This solution gives you check-writing and cash-withdrawal capabilities.
4. Instruct PayPal to issue a check to you for the money that you make online and mail it to you. This option takes the longest amount of time to get your money. However, some people feel safer receiving a check.

How to Stop Payment on Electronic Debit With PayPal

1. Go to the PayPal website.
2. Enter your PayPal email address and your PayPal password and click the gold 'Log In' button.
3. Click the 'Profile' tab located at the top of the PayPal window.
4. Select the option 'My Preapproved Payments' listed under the 'Financial Information' subsection.
5. Click 'View the Agreement' located next to the electronic debit payment you want to stop.
6. Click 'Cancel automatic billing.' Confirm that you want to stop the electronic debit payment.

How to Hide Purchases From Your Wife

1. Avoid using direct deposit for your paychecks. If you use direct deposit, your wife will know when you have taken money out of the bank account to buy her something. This can ruin what would have been a great surprise. Instead, take small amounts of money from your checks weeks and even months ahead of time. This will allow you to save up the money you'll need for the purchase without your wife knowing what you've been up to.
2. Use PayPal to make purchases for your wife. PayPal can be an excellent place to store the money you've been keeping from your wife for such purchases. You can also use PayPal at many online stores. If you have a personal PayPal account, all you have to do is create a password that your wife will never guess. She'll never know when you use that account to make a purchase.
3. Never use a debit or credit card that the two of you share. Using your debit card isn't a good idea because she will be able to tell when you've taken money out of the bank account. A shared credit card isn't necessarily any better, though, especially if you two manage your account online. If your wife is one to snoop for a gift, she may check the account around special days like your anniversary or Christmas to see if you've made any purchases.
4. Sign up for online billing for any personal credit cards or other accounts you may have. Having a separate card won't do much good if you receive a bill in the mail and your wife gets to the bill before you do. Online billing works the same way as PayPal. Only you will know the password(s) you have created for these accounts, and thus only you will know what purchases you have made.
5. Make same-day purchases if you're buying a gift for your wife. Buy your wife's birthday gift before coming home from work, for example. Simply put, if you haven't made the purchase yet, you won't have anything to hide. This makes the task easier since it allows you more options when it comes to making your purchase.

How to Rent Movies Online Without a Credit Card

1. In order to use a movie rental service online such as Blockbuster, you will need some sort of electronic payment method, but not necessarily a credit card. Before proceeding though, be sure you have a bank account.
2. In order to rent movies online without a credit card, you'll need to set up a Paypal account if you don't already have one. Both Apple iTunes and Blockbuster accept Paypal as a payment method.
3. Link your bank account to your paypal account so that you can rent movies online without using your credit card. You can easily transfer money from your bank account into your Paypal account and you can also do an instant transfer during checkout.
4. Log on to your favorite dvd rental store website, choose some movies that you'd like to rent and checkout using Paypal.

2. Click the "Log in" button below the button type menu to log in to your PayPal account if necessary. Fill in the "Organization name/service" field. Click the arrow next to the "Customize text or appearance" link to customize the button.

4. Click "Create Button" after customizing your button to receive the button code. Copy the code and paste it into the HTML of a page where you want to display the donate button.

How to Use PayPal Buttons

1. Create a PayPal account, if you do not already have one. You have to be registered with PayPal to use PayPal services, including buttons. You will need to create an account even if you only intend to collect donations with your button.
2. Choose an account type. PayPal offers four different types of accounts: personal, premier, business and student. Personal accounts have limited access to Merchant Services and PayPal Debit Cards. Business accounts have unlimited access to all services and support multiple accounts.
3. Log in to your PayPal account. Click on 'My Account,' then 'Profile,' then 'More Options.' This takes you to a page with more account options, listed in three columns. In the 'Selling Preferences' column, click on 'Create New Button.'
4. Choose the type of button you want to use on your website. PayPal offers Shopping Cart, Subscription, Buy Now, Donation and Gift Certificate buttons. Shopping Cart and Buy Now buttons allow visitors to purchase products directly on your website, while Subscription buttons allow visitors to pay for services or products received in timed increments. Donation buttons can be used to raise money for a specific cause or even a personal project. Gift Certificate buttons allow visitors to give your products or services as gifts.
5. Choose your price, currency, shipping and tax. You can also customize your button with dropdown menus or special text. PayPal also allows you to track inventory and loss, and add special checkout features with Merchant Accounts.
6. Decide if you or PayPal will host your images. If you have your own website with a server where you can upload your button image, download the button after you finish customizing. If you have a blog or do not have access to a server, copy the HTML code. If you copy code, PayPal will host your button image online.
7. Paste your code into your website or blog. If you are selling products, it is customary to put your PayPal button directly under the product. If you are selling services or collecting donations, choosing where you put your PayPal button will affect how much money you make. Place your button 'above the fold' (this refers to the top half of your webpage) so that visitors can see it easily.

What Are Ways To Send Money to My PayPal Account?

Bank Account
If you have funds in your checking or savings account that you'd like to transfer to PayPal, you can link your bank account to your PayPal account. For security purposes, PayPal confirms your bank account by depositing two small amounts of money into your account. After confirming that you received these amounts, you can begin transferring money to your PayPal account from your bank account. You may link up to eight bank accounts to your PayPal account. You can also transfer your PayPal funds to your bank account at anytime. Transfers from or to your bank account typically take three to four days.
Credit Card
As with a bank account, you can link your credit or debit card to your PayPal account. You cannot directly fund your PayPal account with your credit or debit card, but you can use your card to pay for purchases through PayPal. Once you link your card to PayPal, the company confirms the card as yours by charging a $1.95 fee that is later reimbursed. You can pay with your card whenever you use your PayPal account.
MoneyPak
A MoneyPak is a funding method for Green Dot prepaid debit cards and for your PayPal account. You can purchase a MoneyPak at various retail stores. There is no predetermined amount on the MoneyPak; you can add $20 to $1,100 dollars onto the MoneyPak when you purchase it. Most locations allow you to add only $500, although Wal-Mart allows funding of up to $1,100. Once you purchase the MoneyPak, you can transfer the funds directly into your PayPal account. The funds appear instantly.
Selling Items
If you sell items over the Internet, you can ask the buyer to pay you via PayPal. The buyer must have a PayPal account to complete any PayPal-related transactions. Once the buyer sends you the money, the funds are immediately available in your PayPal account. Certain auction sites, such as eBay, use PayPal as the preferred payment method. PayPal is associated with eBay.
Sending Money
If you don't have a bank account or credit card, or if you prefer not to link them to your PayPal account, you can ask a friend or family member to send you money via PayPal. As long as the person you're asking has a PayPal account, he can send money from his PayPal account to your PayPal account.

How Does a PayPal Credit Card Work?

PayPal Basics
PayPal is a popular online financial service, offering its customers an easy way to make transactions and payments online. When new customers set up a PayPal account, they link either an active checking account or credit card to their new account. Then when they want to purchase something online or bid on an eBay auction, they can pay with their PayPal account information, which will then withdraw the necessary funds from the linked account. For those who sell items on eBay or other websites, PayPal also allows them to receive payments from other users and then transfer their PayPal money to any checking account.
Application
Any individual with an active PayPal account can apply for an official PayPal MasterCard credit card. The application process is completed directly on the PayPal website (see Resources below), and the company will make a credit decision on your application almost instantaneously. If your application is approved, the new card will be synced with your PayPal account and you can begin using the card as a separate online funding source. You will receive the physical credit card 1 to 2 weeks after account approval.
Card Use
The PayPal credit card functions as a regular credit card and can be used anywhere that MasterCard is accepted, including online shops. In addition, the credit card becomes a separate source of funding in your PayPal account, which means you can start making online payments with it right away. PayPal offers its credit card with no annual fee and no liability for unauthorized purchases. PayPal credit card customers will receive monthly statements in the mail detailing every transaction, and then payments can be sent both by mail and online.
Rewards and Benefits
When your application for a new PayPal credit card is approved, you are automatically enrolled in the PayPal Plus Credit Card Rewards Program. As a member of the program, you earn reward points from every transaction you make using your PayPal credit card. Your rewards account is credited 1 point for every dollar that you spend. Once you have accrued a certain number of reward points, you can log on to the PayPal credit card website and redeem your points for a number of different reward vouchers. These vouchers can be used to save money on future PayPal purchases.

What Is the Difference Between Paymate amp; PayPal?

Eligible Sellers
Online sellers from Australia, New Zealand and the United States may use Paymate. Conversely, at the time of publication, PayPal members from 89 countries may accept payment.
Eligible Buyers
PayPal accepts buyers from more than 190 countries. Conversely, Paymate accepts payments from about 60 countries.
Withdrawals
When a buyer purchases your product or service through PayPal, the amount goes into your PayPal account. You then withdraw the money to your regular bank account. Conversely, you never have an account balance with Paymate. Rather, it always sends payments directly to your bank account. The funds are never tied up in an online account.
Deposits
Users can fund PayPal accounts like a bank account. They link a regular bank account to their PayPal account and then transfer the money to PayPal. Paymate has no deposit system because there are no money accounts with Paymate. PayPal users can also generally transfer funds to friends and family for free.
Eligible Payment Methods
Paymate accepts credit cards for online payments. PayPal has a wider range of options for buyers who wish to purchase your product or service. Options include credit and debit cards, the PayPal Extras MasterCard, the eBay MasterCard, PayPal Smart Connect, the buyer's PayPal balance and bank transfer.
Account Usage Fees
PayPal does not charge to merely open an account. There are optional payments by website or phone for $30 per month.
The difference with Paymate is that it charges most sellers on a monthly basis separately from transaction fees. Sellers must pay this amount regardless of how many items they sell in a month. As of date of publication, the fee for a U.S. standard account with a $5,000 monthly limit is $5 per month, and the fee for a U.S. e-business account is $30 per month with a $10,000 monthly limit. There is also a $12.95 account application fee and a $39.95 PCI annual fee. New Zealand sellers who are transacting more than $5,000 per month in credit card purchases must pay $30 per month for an e-business account. Australian sellers can use a standard account with a limit of $5,000 in monthly transactions for free. Other Australian accounts have a monthly prepayment for transaction fees of about $3 to $33.
Wait Times
PayPal generally sends the funds to a merchant immediately when a buyer makes a purchase with a credit card. When Paymate accepts a credit card, it takes time to send the money to the seller's bank. The wait time for U.S. sellers is 10 to 15 days after payment approval from the bank. It is one to three business days for Australia sellers. New Zealand merchants wait only one day after bank payment approval.
Transaction Fees
As of date of publication, Paymate generally charges 3 percent plus 50 cents per transaction. PayPal typically charges 2.9 percent and 30 cents per transaction.

How to Calculate PayPal Fees

1. Navigate your Internet browser to PayPal.com.
2. Click on the word 'Fees' found at the bottom of the screen. This will display a chart from PayPal listing the costs of sending or receiving various forms of payment. As of 2009, PayPal's fees range from 1.9% + $.30 to 2.9% + $.30 per transaction, depending on the amount of money transferred and the type of transfer. If the transfer is for an online purchase, the fee is paid by the seller and is 2.9% + $.30 for transactions up to $3,000. The rate falls as the amount of the transfer increases. If the transfer is being sent for personal reasons, the transfer is free if the money comes from a PayPal account or from a linked bank account. Otherwise, the fee is 2.9% + $.30 and the sender chooses who pays the fee. Because these fees could change at any time, however, check the web page before making the transfer.
3. Start with the amount of money you plan to send or receive. Using a calculator, multiply this number by the percentage fee listed by PayPal. The result is the amount of fee PayPal is going to charge for that money transfer.

How to Do a Chargeback Over PayPal

1. Determine the exact reason why you want to do a chargeback. You must be able to explain exactly why you are disputing the charges and exactly how PayPal's services enter into the equation. You'll need to explain them to both PayPal and to your credit card company to do a proper chargeback.
2. File a transaction dispute and/or an unauthorized charge report on PayPal. While this is not strictly a chargeback, it will start to lay the groundwork and will provide you with additional documentation for your chargeback.
3. Notify your credit card company that you wish to instigate a chargeback. The process itself is conducted mainly through them and not through PayPal, though they are involved if the transaction took place over their service. Your company will notify PayPal's merchant bank, which will speak to PayPal concerning the chargeback.
4. Inform PayPal about the website where you made the purchase and the specific issue you have with the product. PayPal will allow you to report a possibly phony website, which will help make your chargeback go over more readily (see Resources below).
5. Check the name, credit card number and shipping address in the order to make sure that it matches the details on PayPal. That will help clear up any possible dispute over any chargeback you do and make sure that the issue (such as product being sent to the wrong address) doesn't repeat itself.

How to Start an eBay Business with PayPal

Fill out the required fields on the registration page and click the link that reads 'Agree and Create Account.'

If you plan to sell on eBay as a business, most states require this certification, which allows you to collect sales and use tax from customers. To apply for a resale license, contact the department that handles taxes in your state. For instance, Florida residents would contact the Department of Revenue, California residents would contact the Board of Equalization, and New York residents would contact the Department of Taxation and Finance.
6. Begin selling on eBay. Log in to your eBay account and click the 'Sell' link to begin listing your items.

PayPal amp; NetSpend Problems

PayPal -- Legal
In 2002 class representatives Jeffrey Resnick and Roberta Toher initiated a class-lawsuit against PayPal alleging the company violated the Electronic Fund Transfer Act of 1978. Signed by President Jimmy Carter, the EFTA identified the liabilities, rights and responsibilities of participants engaged in electronic funds transfer activities. The suit alleged PayPal declined to provide customers with relevant information regarding the resolution of disputes and improper investigative practices concerning electronics funds transfer. A settlement was reached in November 2003, and required PayPal change its business practices involving resolution of disputes and electronic funds practices and pay $9.25 million to the settlement fund.
Other PayPal Problems
PayPal requires customers register the countries they will be logging in from or using their card before departing. While this is an adequate security measure against fraudulent use, PayPal has, in some instances, put a freeze on a customer’s account or debit card upon registering the countries they will be in. PayPal will flag any transaction it deems suspicious and deny you access to your money for as longs as five days, even after meeting the requirements needed to unfreeze your account. Unfreezing a PayPal account from abroad is a difficult endeavor, and requires a fax of your passport as well as a phone number you can be reached in the country you are in.
NetSpend -- Holds and Fees
NetSpend is a prepaid debit card service that allows customers to fund their accounts via direct deposit or in conjunction with one of several payday-loan operations, such as Advance America and Payday Advance, as well as pawn shops. Although NetSpend allows free balance inquiries online, they charge customers 50 cents for balance inquiries made by telephone. Other problems associated with NetSpend include the company’s practices concerning the holding of funds. Although the placement of holds on cardholders’ accounts is commonplace in instances such as renting a hotel room, it isn’t uncommon for NetSpend to take as long as five days to release them after a predetermined date offered to the customer by a NetSpend representative.
Other NetSpend Problems
In addition to payday loan operations and pawn stores, NetSpend has relationships with casinos, such as Las Vegas USA and Sun Palace Casino. These arrangements are possible with the mentioned online casinos, but not brick-and-mortar casinos, such as those in Las Vegas. Such relationships are deemed unethical by the Nevada Gaming Commission. In addition, cards associated with institutions that belong to the NetSpend family of banks, such as MetaBank, were found on the person’s of mercenaries that assassinated a Hamas leader, prompting the U.S. Treasury to issue a rule requiring potential customers to provide identification before opening an account.

How Can I Tell If a PayPal Website Is Legitimate?

1. Log on to the Paypal website and look at the address in the browser bar. Make sure the site starts with 'https' instead of 'http.' The 'https' designation indicates the site is secured.
2. Look for a small key on the bottom of your Internet Explorer browser window. This is your indication that the site uses encryption.
3. Review the website carefully. A legitimate site will have a professional look, while a scam site will often look sloppy and appear to have been put together hastily. Any misspellings or grammatical errors in the website text are red flags the site is not legitimate.

Funds that PayPal touches as they pass through a PayPal transaction are held in a bank. Therefore, PayPal funds are covered under Federal Deposit Insurance Corporation (FDIC) insurance that also applies to a traditional bank account, except for PayPal's interest-bearing, money market accounts.
Types
For transactions between users, PayPal offers protection for both the seller and buyer, according to PayPal's user agreement.
Protection for Sellers
PayPal offers to refund money to sellers when the buyer claims that he did not receive the item or the person who made payment had no authorization to use the PayPal account. In order to get this protection, the seller will need documentation to prove that he sent the item and verification of the buyer's info.
Protection for Buyers
Buyers who want refunds can only get one if they did not receive the item or received a damaged product. However, PayPal only offers this protection to eBay users as of 2010.
Tips
Buyers can tell if PayPal insures their transactions on eBay by looking for the buyer protection symbol. Also, any user who feels her transaction was fraudulent should contact PayPal as soon as possible.

How to Understand PayPal

1. Sign up for PayPal using the personal account choice. PayPal needs an email address, password, first and last name, address and telephone number. During the signup process, you need to also specify whether you'd like to link a bank account or credit card or both to your account. This verifies your account and allows you to move money back and forth and purchase items online.
2. Get ready to accept payment, if this is the purpose of your account. PayPal handles payments several ways. If you're receiving payment for an online good or service that you sold through a website like eBay.com, PayPal skims off a percentage of the payment received, which is 1.9 percent to 2.9 percent plus 30 cents, depending on the amount. In most cases, receiving money from another PayPal account is free so long as there is no purchased item attached. Personal accounts cannot accept credit cards, so if you'd like to accept credit cards, you must upgrade to a premier account.
3. Withdraw funds out of the account by transferring them to your attached bank account. No fees are applied when you do this.
4. Send money to pay for an online purchase or as a personal payment owed to another account. Sending money from a personal account is always free.
5. Make payments to other countries with your PayPal account. PayPal converts your account currency into that of its 23 supported currencies for a small transaction/conversion fee. Both sending and receiving money in other currencies incurs a fee that will be displayed when you create the transaction.
6. Specify your method of payment any time you want to purchase online. By default, PayPal uses either funds in the account or the funds in your bank account. The credit card, if attached to your account, is its last resort. If you want to make a payment using your credit card, you must specify this option when you make the purchase.

7. Click the 'Proceed to Account' or 'Go to Account' button and log into your new account.
8. Activate your PayPal account after you've logged in so that PayPal will be able to make sure your email is correct. PayPal will send an email to the address you provided. Look for the email and click on the 'verify account' link it provides.

How Paypal Works

Basic Concept
PayPal uses encryption software to allow financial transactions to take place securely online. Both individuals and businesses transfer money electronically. PayPal can be used with online auction sites (such as eBay), to purchase goods or services, and to make donations. More than 100 million PayPal accounts are in existence, and PayPal is one of the world's most popular methods of Internet payments.
Infrastructure
PayPal acts as the middleman between merchants and banks/credit card companies. Both buyer and seller provide their bank or credit card information to PayPal, rather than directly to each other. In this way, PayPal serves as an extra security feature, because all account information is held securely by PayPal. There are fees called an interchange, which are charged by banks and credit card companies when a merchant accepts a credit card charge. The interchange is typically around 10 cents plus approximately 2 percent of the charge. PayPal handles these fees for the merchant or payment recipient, and makes the money back by deducting a small fee from the payment before depositing it in the recipient's account. PayPal also makes money on the interest from money left in PayPal accounts before funds are withdrawn.
Creating an Account
Setting up a PayPal account is quick and free and can be done from the site's homepage, www.PayPal.com. You will need to enter your name, address, phone number and email address, then choose a log-in name, password and security questions. Adding a credit card number to your account is optional but will allow PayPal to confirm your home address for added buying and selling confidence. You can also add a bank account to serve as a back-up source when sending funds and/or as an account to electronically deposit funds. After signing up for an account, you will receive a confirmation email from PayPal with further instructions and information about the creation of your account.
Sending Funds
You can send money via PayPal to any person or business with an email address, regardless of whether the recipient has a PayPal account. This can be done by logging into the PayPal account and clicking on 'Send Funds.' The recipient will get an email about the payment, and can then set up an account to access the funds. When purchasing from an online merchant or through eBay, click on the payment option that reads 'Pay Online Securely with PayPal' or a similar PayPal option. You will then be taken automatically to a PayPal page in which you will enter your PayPal log in and password. This information is not shared with the merchant. The money will be transferred from your PayPal account (which withdraws from your bank account, or makes a charge to the credit card you put on file with PayPal, depending on your arrangement).
Receiving Funds
After the buyer sends funds via PayPal, the money is deposited automatically in the receiver's PayPal account (or is held by PayPal until the recipient creates an account). PayPal deducts a small amount in fees according to the predetermined fee structure outlined on its website in the user agreement. The money received remains in the recipient's PayPal account until the recipient chooses to withdraw it.
Withdrawing Funds
There are several options for withdrawing funds from a PayPal account. Money can be transferred to a verified bank account, a check can be issued or the funds can be transferred to a PayPal debit card for online shopping. Other options may be available, depending on the type of user account; simply log in to PayPal and click 'Withdraw Funds' to find out more.

How to Use PayPal for Gift Credit Cards

1. Establish a PayPal account. You can do this by visiting PayPal.com, and clicking on the 'Sign Up' button near the search engine in the upper right hand corner of the home page. You'll be prompted for the type of account you want to set up, your name and bank account information. You'll be required to set a password and provide an email address. Once you're done, PayPal will wire two small transactions to your bank account. You must know what these amounts are to activate an account.
2. Set up a 'Student Account.' This program is designed for parents of teenagers who want to give their children spending money while still monitoring where that money is spent. You will again be prompted for your child's email address. Access the Student Account section (see Resources). When the process is complete, PayPal will send you a debit card that you control, then you can give it to your teen.
3. Set up an eBay Gift Card. PayPal does not administer gift cards directly except for those designed for Student Accounts. However, you can send a friend an eBay gift card, and fund it via PayPal. Your friend may use her eBay gift card for nearly anything available on eBay.com. To set up an account, visit the eBay gift card section (see Resources) and select whether you wish to create your own personalized card or select a stock card from the eBay inventory. Follow the directions. You will need an active PayPal account to create a gift card.
