A free PayPal account provides you with the ability to send and receive money, access to merchant services, PayPal Debit Card options and eBay Tools.
Sent Payments
All payments made using your PayPal account are free, regardless of the amount, when sent within the country's borders.
Received Payments
Payments that are made to you for goods or services are subject to a transaction fee. This fee ranges from 2.9 percent to 1.9 percent, based on the payment amount. Higher payments will result in lower fees.
Money Transfers
Money transfers that originate from PayPal balances or a bank account are not subject to transfer fees. Transfers that originate from debit, credit card or PayPal Credit are subject to a 2.9 percent transfer fee plus 0.30 USD. The sender is able to decide who pays the fee.
International Fees
Fees apply to payments received from buyers outside of the U.S. These transaction fees range from 3.9 to 2.9 percent, plus 0.30 USD, based on the amount of the payment. Higher payments are subject to lower fees.
