How to Get a Refund From PayPal Disputes
1. Visit Paypal and sign-in to your account. Look for "My Account" and select the "Resolution Center" option. Read through the dispute tutorials, which explain how the process works, what you need to do to file a dispute and the information needed.
2. Find the transaction you need to dispute by looking through your history. The most recent charges are listed on the front page of your account, but you also have the chance to search through your transactions including those that occurred in the last few weeks or months. Select the transaction number and choose the "Dispute" option at the bottom of the page.
3. Enter the details of the account in the dispute form. Paypal asks for the reason why you want a refund or want to open a dispute and gives you space for adding more details. Explain in clear terms why you need a refund, such as buying an item that arrived broken or damaged.
4. Wait for a response from the seller and then log back in to your Paypal account to read the details and response. Then write your own response based on what the seller said. Paypal gives you the chance to correspond several times with the seller before making a ruling.
5. Check your Paypal account frequently. When the company makes a ruling, you’ll be notified by email and also have a notice on your account. If Paypal sides with you, then the refund is automatically credited from the seller’s account and placed in your account.

How to Disable Credit Card Payments in PayPal
1. Log into PayPal using your username and password.
2. Click 'Profile,' which leads to you the credit and debit cards page.
3. Locate the credit card that you wish to remove and click 'Remove.'

How to Reactivate PayPal
1. Log in to your PayPal account if possible, and click the link to the Resolution Center found at the top of the page. Within the Resolution Center, you will see another link to learn why your account access is limited if you have had certain features, such as sending and receiving payments, limited by PayPal for any reason.
2. Follow the steps given in the Resolution Center for removing PayPal limitations to reactivate full access to PayPal features and services.
3. Click the Resolution Center link to dispute a transaction if you need to report an unauthorized transaction. PayPal places a hold on transactions that are unauthorized, and you may not be able to process other payments while an unauthorized transaction is listed on your account.
4. Contact the PayPal Help Center by clicking the contact link on the PayPal homepage if you are unable to log in to your PayPal account or if you have additional questions or concerns about your account access after using the Resolution Center.
5. Reactivate PayPal accounts that are locked by calling the PayPal Customer Service line at (402) 935-2050, which is open from 4 a.m.-10 p.m. Pacific time on weekdays and 6 a.m.-8 p.m. on weekends.
6. Have as much information about your PayPal account as possible when you call the Customer Service line, particularly your telephone number, credit card or bank account numbers and email address that are registered with your PayPal account.

How to Dispute a PayPal Transaction
Open an Item Dispute
1. Gather relevant information for the transaction with which you have an issue, including the transaction ID and the date on which it occurred.
2. Choose the 'Resolution Center' tab on the 'Account Overview' page of your PayPal account. Click on the 'Report a Problem' link in the Resolution Center.
3. Select 'Item Dispute' for a case in which you didn't get an item or the item is not as it was described.
4. Enter the transaction ID and tell PayPal in detail about the problem. You will then post a message to the seller, which PayPal will send along with an email stating that a dispute has been opened.
5. Watch your eBay or PayPal account for messages from the seller and log in to the Resolution Center to read them.
6. Keep an eye on the deadline in the Resolution Center as you try to negotiate a reasonable solution with the other party. Either party has 20 days to escalate a dispute to a claim before the dispute closes.
7. Close the dispute if you work out a satisfactory agreement with the other party. File a claim if you have not been able to resolve the issue. Filing a claim takes the dispute out of your hands, making PayPal the deciding entity.

8. Select ' Unauthorized Transaction' after clicking on the 'Report Problem' link in the Resolution Center.
9. Provide detailed information about the transaction and submit your claim. Change your security question and password when prompted.
10. Look for a confirmation email from PayPal indicating an investigation has been opened.
11. Keep up to date on investigation activity by visiting the Resolution Center regularly.
