When a PayPal account is designated 'limited,' the most typical restriction is that the account owner cannot withdraw money from the account electronically or by requesting a check. The limited PayPal account can continue to receive payments from others.
Resolving Limitations
To remove the restrictions on a limited account, the account owner should log in to her Paypal account and visit the Resolution Center. In many cases, limited account status can be resolved simply by confirming the user's geographic location or bank account information. In other cases, it may be necessary to contact PayPal's customer service to remove this restriction.
