How Do Paypal Credit Cards Work for the Buyer?

How It Works
According to PayPal's website, once an applicant is approved for the PayPal Extras MasterCard, an additional funding source is added to the applicant's PayPal account. The PayPal Extras MasterCard, however, may not be used to access PayPal funds. Applicants will receive their PayPal Extras MasterCard approximately seven to 10 business days after the application is approved.
Cardholder Benefits
PayPal Extras MasterCard holders earn 'Reward Points' when they use their credit card for purchases. The reward program specifies that three points are earned for every $1 spent at gas stations and restaurants, two points for every $1 spent at PayPal and eBay, and one point for every dollar spent on all other purchases. PayPal Smart Connect Cards are not eligible to collect Reward Points on purchases.
Redeeming Benefits
As with most credit card reward programs, the Reward Points associated with the PayPal Extras MasterCard may be redeemed for merchandise, travel rewards and gift certificates as well as cash deposits in a PayPal account. Reward Points expire two years after they have been issued.
Extended Buyer Protection
The PayPal Extras MasterCard provides 'Extended Buyer Protection' at no additional cost when cardholders make a payment via PayPal. Additionally, PayPal Extras cardholders are not liable for any unauthorized charges made with their card.
Exclusive Offers
Finally, PayPal Extras MasterCard provides cardholders from time to time with exclusive offers. Such offers generally provide for deferred interest on purchases.

What You Need To Use PayPal
PayPal requires only a valid email address and mailing address. However, by adding a bit more information, you can use all the functionality that PayPal offers. Adding a credit card to your Paypal account enables you to pay for items online that are then charged to your credit card. Should you choose to add a bank account, you can pay for items from that bank account or receive payments which can then be deposited into that bank account.

However, should you choose to receive money via PayPal, there is a fee structure (unless the sender only uses his/her PayPal balance or checking account to send the funds). The transaction fees for standard Paypal accounts are 2.9% + $.30. A merchant account (utilized when one receives more than $3,000 per month) can receive money at 1.9% + $.30. These fees apply to domestic payments only. International payments have a slightly higher fee.
Other PayPal Features
PayPal has several features to enhance its product, including: mobile account access, invoicing (request money) and the PayPal Debit Card. The PayPal Debit Card enables one to withdraw funds from the PayPal account at any ATM or by purchasing items using the PayPal Debit Card number (similar to a bank debit card). PayPal is owned by eBay, so integration with the eBay site is seamless.
