How to Use Prepaid Cards to Link With Accounts
1. Access the website for your prepaid card. The website usually is listed on the back of your card or was given to you when your card was mailed to you. You may need to register with the site in order to access your account online. If for any reason you can't find the website, call the customer service number on the back of your card to get the web address.
2. Find a section on the prepaid card website that provides direct deposit information. It will send you to a printable form that gives the card's bank routing number and the checking account number that corresponds to your card. You won't need to print this form out, but keep the routing and checking account numbers on hand.
3. Access your checking, savings or PayPal account online. Look for links that say 'Add a checking account.' Using the checking and routing numbers you have on hand from logging into your prepaid card account, enter your card as a checking account to link your two accounts. In some cases, you may receive notification that your bank will make one or two small deposits into your prepaid card. It typically takes two business days for these deposits to show up.
4. Access your prepaid card account online and check the deposits. Within a week of linking your card with your bank or PayPal account, you should see the small deposits made into your account. These deposits will be less than $1.00. Keep the exact amounts on hand.
5. Access your bank account online. You should immediately be notified that you need to verify the deposits. Enter the deposit amounts exactly as they are seen in your prepaid card's deposit log. Once the amounts you have entered are verified, you have successfully linked the two accounts, and can now transfer money between them. Transfers typically take two business days to complete.

When you return to PayPal to login, enter your email address and password.
3. Click on the “Send Money” tab in the top navigation menu to pay for products or services. You need the email address or mobile phone number of the recipient. The recipient does not need to be a PayPal account holder.

Enter the dollar amount and click “Continue.” PayPal will show a summary of your order. At the bottom of the screen, you can customize an email message. PayPal Won#039;t Let Me Use My Debit Card
1. Visit Paypal.com and sign in to your PayPal account. Your 'Transaction' page will appear.
2. Look at your 'PayPal Balance' near the top of the page. If your balance is lower than what you're trying to purchase, PayPal will not permit the payment to go through. Click on 'Debit card' under 'Account Tools' and click 'Add backup now' to link your bank account with your debit card. You can use your PayPal debit card even when your balance is zero if you select to add your bank account as backup; PayPal will take the money from your bank account.
3. Look for any red banners at the top of your page that begin with 'Message.' Red messages are typically indicative of account issues. You may receive a message if you requested a second debit card, if you used your debit card to buy a large purchase, used your card out of state or if someone hacked into your account; all of which may limit access to your account. Click 'Resolve now' and follow the steps to restore your account back to regular standing, which typically includes uploading a copy of your photo ID, two utility bills for proof of address and your Social Security card.
4. Click the 'Contact us' link at the bottom of the page. Click 'Call us.' Write down the provided 'Web PIN' number and call the customer service number if the above steps did not help. The two main issues that affect PayPal debit cards are low balance or a limited PayPal account, but your card may have a bad magnetic strip or another issue that PayPal themselves can help you with.
