How to File a PayPal Fraud Complaint
Transaction on Regular PayPal Account
1. Scrutinize any suspicious transaction carefully, to confirm it isn't something you have forgotten about, such as a monthly subscription charge.
2. Navigate to the PayPal Resolution Center. On your overview page, it is one of the tabs on the top navigation bar.
3. Click 'Dispute a Transaction.'
4. Fill in the unauthorized transaction form online, and click submit.
5. Call PayPal, if you would rather deal with a customer service rep about your dispute. You can call at 402-935-7733.
6. Write to PayPal if you would prefer to use mail for your dispute. Send the correspondence to Attn: Error Resolution Department, P.O. Box 45950, Omaha, NE 68145-0950.

7. Log in to your PayPal account. Go to the Account Overview page, and select the transaction you are disputing.
8. Follow the directions for disputing the transaction online.
9. Mail a Written Confirmation Form if you would prefer to deal with the dispute by mail. Downloading this form is one of the options in the dispute directions. Mail the form to Attn: PayPal Debit Card Department, P.O. Box 45950, Omaha, NE 68145-0950.
