7. Select 'Yes' under 'Go paperless' to receive your statements through email, or select 'No' to receive traditional mail statements. Click the check-box next to 'Yes, enroll me in the card security program' to sign up for the card security program, which will pay your PayPal balance up to $10,000 in case of unemployment, hospitalization or an approved leave of absence from your job.
8. Scroll through and read the terms and conditions, and then agree to the terms and conditions and click 'Agree and continue.' You will receive a decision in 30 seconds. You will first be considered for the PayPal Extras MasterCard credit card, and if you are not approved, you will be considered for the PayPal Smart Connect Card. The Smart Connect Card has less features and a higher interest rate. You will receive a 'We're unable to approve you' message in 30 seconds or less if you are not approved for either card. If you are approved, you will receive a confirmation email and the card will typically arrive in the mail in three to four weeks.
