How to Increase the Payment Limit of a PayPal Account
1. Confirm the email address you used to sign up for PayPal. Follow the instruction in the 'Welcome' email to confirm your email.
2. Linking and confirming a valid credit or debit card will also raise your payment limit. PayPal confirms a credit card by charging a small amount to the card (the amount is refunded to your PayPal account once your card is confirmed). This charge will be accompanied by a 4-digit PIN associated with the charge---you should be able to find this 4-digit number on your credit card bill or by logging into your online banking account and viewing the charge. Log back in to your PayPal account and enter that 4-digit code to verify your card.
3. Link and verify a valid bank account. The verification process is similar to the credit card verification process. Only in this case, PayPal will make small, random deposits to the account. You need to find the exact amount of these deposits by checking your bank statement or accessing your accounts through online banking. Once you enter those deposit amounts, PayPal will verify your bank account and raise your payment limit.
4. An alternate way to help increase your payment limit is to verify your physical address. PayPal will send a confirmation code by postal mail to your address. You can request this by visiting PayPal's 'Security Center' section and requesting it. Once the letter arrives in the mail, you'll need to log back into your PayPal account and enter the number to confirm your address.
5. Directly request PayPal to raise your limit. Visit their 'Resolution Center' on the website and look for the links on how to remove limitations (should be towards the top of the page). PayPal lists additional ways to increase your payment limit (including verifying a landline phone number) Follow the steps and submit your request to PayPal. According to the website, they attempt to resolve all requests within 3 business days.
How to Use a Debit Card on PayPal

Create a PayPal account by following the step-by-step instructions from the "Sign Up" link on the PayPal website. Click the "My Account" tab after you have created your PayPal account.
2. Add your debit card information and bank account information from separate links under the "Profile" tab.
3. Click the "Send Money" link to pay for purchases or services as long as the person/business you are paying has a PayPal account. Funds will come out of your checking account, and all transactions will be visible from the "My Account" tab.
4. Click the "Request Money" link to send an e-mail invoice to the person/business who has purchased goods or services from you. Upon payment, the transaction from new funds will also be visible from the "My Account" tab.

How to Make a PayPal Account
1. Go to PayPal and click 'Sign Up' in the account log-in menu (see Resources).
2. Choose your country and language. For a free account, choose 'Personal' and click 'Get Started.'
3. Create a username and password. Fill out your personal information and click 'Agree and Create Account.'
4. Determine if you want to attach the account to your credit card or bank account, and click 'Continue.'
5. Enter your bank or credit card information. With a valid credit card number, your account will be ready to use right away. If you are using a personal bank account, continue to Step 6.
6. To verify your bank account, PayPal will make two small deposits into your account within a few days of signing up. Watch your bank statements for these deposits. When they arrive, go to your PayPal account and choose 'Verify My Account' and enter the amounts deposited.
