Can I Get a Refund Through PayPal?


Contact the Seller
Before opening a dispute to receive a refund, PayPal suggests contacting your seller as a first step to resolving any problems. Most sellers would rather settle problems directly with buyers to avoid the arduous resolution process. Express your concerns to the merchant via email or other means of contact to work out an alternative agreement, such as a replacement item. If you aren't interested in a replacement or simply want a refund, you can move on to opening a dispute.
PayPal Disputes
A PayPal dispute is a formal means of bringing your complaint to PayPal's attention and the first step in receiving a refund. If the seller is non-responsive, opening a dispute in the Resolution Center will give him incentive to resolve your complaint as soon as possible. PayPal still requires sellers and buyers to work out their problems themselves during disputes. You have 45 days from the origin purchase date to open a dispute and 20 days to settle it. If you do not settle the dispute within 20 days or escalate the dispute to a claim, PayPal will close the dispute without issuing a refund.
PayPal Claims
Buyers who are unable to resolve disputes within 20 days must elevate the dispute to a claim to receive a refund. At this point, PayPal reviews the claim and decides if the buyer is entitled to a refund. If you receive an item that is significantly not as described (SNAD) by the seller, you must make specific SNAD claim. If PayPal finds that the item's condition was misrepresented or the item is not authentic, per PayPal's user agreement, the company will automatically issue a refund for the purchase, but you are responsible for shipping the item back to the seller.
Considerations
PayPal issues refunds according to how you made the original payment. If you purchased an item from a PayPal or eBay merchant via credit card, the refund will post to your credit card if you opened the dispute within 60 days of the original purchase date. However, it still may take up to 30 days for the credit to appear on your bank statement. All refunds made 60 or more days after the original purchase date are deemed new transactions and will credit to your PayPal balance.

How to Transfer from PayPal to a Walmart Card


Retrieve MoneyCard Account Information
1. Visit the Walmart MoneyCard website.
2. Type in your MoneyCard number or your website user ID. Fill in your password, select your card's expiration date and type the log-in code in the appropriate box.
3. Click 'Log-in.'
4. Click 'Online Bank Transfer' under the Add Funds tab. Scroll down until you see the section labeled 'To Make a Bank Transfer Reload.'
5. Write down the issuing bank name -- GE Money Bank -- the ABA Routing number and your personal ACH number. Note that the type of account is checking. You must be logged in to see this information.
6. Click 'Log Out.'
Adding the Walmart MoneyCard
7. Visit the PayPal website. Type in your username and password to log in.
8. Click 'Profile' in the toolbar.
9. Click the 'My Money' link in the panel on the left side of the screen.
10. Click the 'Add My Bank' link in the Bank Accounts section on the right side of the screen.
11. Click 'Checking.'
12. Type the 9-digit routing number in the Routing Number box. This is the ABA Routing Number from the Walmart MoneyCard website.
13. Type your account number in the Account Number box. This is your personal ACH Number from the Walmart MoneyCard website.
14. Click 'Continue.' PayPal will add the MoneyCard to your account and make two small deposits to it.
15. Check your MoneyCard account to check the amounts for each deposit. Enter those amounts at the PayPal website to confirm your MoneyCard.
Transfer from PayPal
16. Sign in to your PayPal account.
17. Click 'Withdraw.'
18. Click the 'Withdraw Funds to Your Bank Account' link in the Options box. PayPal takes you to the Withdraw Funds by Electronic Transfer page.
19. Type the amount of money to transfer in the Amount box.
20. Click the drop-down box in the To section. Choose 'GE Money Bank Checking (Confirmed).'
21. Click 'Continue' to open the Review Withdraw Funds page. Make sure the information on the page is correct.
22. Click 'Submit' to transfer from PayPal to your Walmart MoneyCard.

How to Build an Online Store Using PayPal


1. Visit the PayPal website. Sign in with your username and password. If you do not have a PayPal account, sign up for a business account. It's free, although PayPal's portion will be taken out of sales once the transactions are made.
2. Sign up for a domain name and hosting or get a free sub-domain. The domain name should be something related to what you're selling in order to get more visitors/buyers. For example, if you're selling cookies, your domain could be something like cookiefactory.com. Be sure that the site editor allows you to paste custom HTML in the code.
3. Click on the 'Merchant Services' tab on your PayPal home page. Click on 'Add to Cart' button. Select all of the correct options for the items you'll be selling. Enter the name of the item and an ID if needed. Enter a price, a shipping price, and tax. Enter all of the information for your store. Click 'Create Button.'
4. Copy the HTML code that is provided for you.
5. Create images for the products/services that you are selling. Upload them to an image-hosting site that provides you with an image code. Save the image codes for each image.
6. Open your site editor provided by the hosting company you're with. Paste the HTML code for your images in the editor. Paste the HTML for the button underneath the image code of the product.
7. Repeat steps 3 through 6 for every item in your shop. Save your online store website and publish it to the internet.

Can I Use One PayPal Account for Two eBay Accounts?


Creating Two Accounts
The eBay terms of service allow users to create multiple eBay accounts provided that certain rules are met. Each account must have a unique user ID and have a different email address associated with it. Once created, the accounts aren't allowed to interact with each other on the eBay website; users found using two accounts in conjunction to increase bids or otherwise artificially inflate the cost of auctions can have their accounts suspended or banned.
Paying with PayPal
PayPal can be used to pay for most eBay purchases as long as the seller accepts it as a payment method. PayPal users can send payments for their items using the eBay checkout system or directly from their PayPal account to a seller-provided payment address. PayPal can be used regardless of which user ID the item or items being paid for were won with; if the payment is being sent directly through PayPal then the account doesn't even need to be linked to an eBay account.
Being Paid with PayPal
When selling items on eBay you can receive payments in your PayPal account even if your account is associated with a different eBay user ID. Your PayPal account must be linked with the user ID for your eBay seller account to use PayPal as a payment option on your auctions. Any PayPal payments you receive for auctioned or sold items will be deposited into your linked PayPal account automatically.
Linking Multiple Accounts
You can only link a single PayPal account with an eBay user ID, but you can link up to eight user IDs with a single PayPal account. On the 'Accounts' tab of each user ID's 'My eBay' page, click the 'PayPal Account' link to access the PayPal information page. Click the 'Link My PayPal Account' button and log in to your PayPal account to link it to the user ID. You may then repeat this process with your other eBay account using the same PayPal account.

How to Update a PayPal Account


1. Go to Paypal.com. Log in to your PayPal account using your email account and password.
2. Click the 'Profile' link at the top of the page.
3. Click any of the provided links to edit the corresponding information, such as email, bank accounts, credit cards, language preference and time zone.
4. Select 'Save' when you make the necessary changes. Click 'Log Out' when you are finished.

Can You Claim a Refund Through PayPal?


Request a Refund
The easiest way to get a refund through PayPal is to ask for one directly from the seller who sold you the goods or services you bought using PayPal. In the seller's account, that person would go to the payment history, select your payment and click the 'Issue a Refund' button.
Open a Dispute
If the seller isn't willing to refund your money, open a dispute with the seller through PayPal. You do this by logging into your account, finding the transaction ID of the purchase in question, going to the 'Resolution Center' tab and clicking 'Open a Dispute.' According to PayPal, acceptable reasons for opening a dispute include not receiving an item or receiving an item that was 'significantly different than it was described.' Be prepared to provide documentation to support your side of the story.
Upgrade a Dispute
If you can't resolve a dispute with the seller using PayPal's dispute process, you can escalate the dispute to a claim. The claim process is based on arbitration, in which PayPal will review the cases presented by both sides and decide in favor of either the buyer or the seller. In some cases, the disputed amount may be split between the buyer and seller.
Considerations
Contact a seller for a refund within their specified refund window. Most merchants give you 30 to 90 days to return or exchange an item. Per section 13 of PayPal's user agreement, you have only 45 days from the date of purchase to open a dispute through PayPal. If you aren't getting results from the seller, make sure you open the dispute before this window ends. If you have to upgrade a dispute to a claim, you must do so within 20 days of opening the dispute.

How to Change From Business to Premier PayPal


1. Log in to your PayPal account. Locate the 'Contact Us' link near the bottom of the page and click it to access the PayPal contact options page.
2. Click the 'Email Us' button on the contact options page. From the drop-down menus, select 'My Account' as the email topic, 'Changing Account Type' as the subtopic and 'Downgrade My Account' as the change type.
3. Type a message into the text box that appears, explaining that you have a Business account that you wish to change to a Premier account. There is no word count limit on your message to PayPal Customer Service. Click 'Submit' once you've finished writing your message.
4. Check the primary email account you have registered with PayPal. When the account type change is complete you will receive an email informing you of the successful change. It may take one or more days for the change to be performed.
