How to Withdraw Your PayPal Funds Through Xoom
1. Apply for a PayPal debit card. Visit the PayPal debit card application page (see Resources) and click the 'Apply Now' button. Enter your PayPal email address and password and click the 'Log In' button. Answer the security questions and click 'Submit' to complete the application. If your application is approved, PayPal will mail your debit card in 10 to 15 business days.
2. Visit Xoom's registration page (see Resources).
3. Enter the requested information and click the green 'I Agree, Create a Free Account' button.
4. Log in to the Xoom website using your new log-on information.
5. Select the country where you want to send your PayPal funds and the amount you would like to send. Click the green 'Submit' button.
6. Enter the name and address of the person who will pick up the money. Agree to the service fee and select the currency you want the person picking up the money to receive. Click the green 'Next' button.
7. Enter your payment information, including your PayPal billing address, PayPal debit card number, expiration date and three-digit security key listed on the back of the card. Click the green 'Next' button. Once the transaction is initiated, the funds are instantly withdrawn from your PayPal account.
8. Confirm the transfer information and click the green 'Submit' button. The person you designated in Step 6 can now go to any Xoom location in the country selected to pick up the funds from your PayPal account.

How to Put PayPal on SoundClick
1. Log into your PayPal account, then click 'Merchant Services.'
2. Click 'Buy Now Button' to make and save a PayPal button. Choose from the options given by PayPal, then copy the HTML code for your button into a text file.
3. Log into SoundClick and click 'Edit Page.' Select 'Interview.'
4. Paste the HTML code for your PayPal button where you want it to appear on your Interview page.

How to Calculate PayPal Fees
1. Navigate your Internet browser to PayPal.com.
2. Click on the word 'Fees' found at the bottom of the screen. This will display a chart from PayPal listing the costs of sending or receiving various forms of payment. As of 2009, PayPal's fees range from 1.9% + $.30 to 2.9% + $.30 per transaction, depending on the amount of money transferred and the type of transfer. If the transfer is for an online purchase, the fee is paid by the seller and is 2.9% + $.30 for transactions up to $3,000. The rate falls as the amount of the transfer increases. If the transfer is being sent for personal reasons, the transfer is free if the money comes from a PayPal account or from a linked bank account. Otherwise, the fee is 2.9% + $.30 and the sender chooses who pays the fee. Because these fees could change at any time, however, check the web page before making the transfer.
3. Start with the amount of money you plan to send or receive. Using a calculator, multiply this number by the percentage fee listed by PayPal. The result is the amount of fee PayPal is going to charge for that money transfer.
How to Link an eBay Account With PayPal
1. Navigate to the eBay homepage.
2. Log in by entering your account user name and password.
3. Click 'My eBay' at the top of the screen.
4. Open the Account tab.
5. Click 'PayPal Account.'
6. Click the button labeled 'Link My PayPal Account.'
7. Enter your PayPal account user name and password to link your PayPal account with your eBay account.
How to Do a Chargeback Over PayPal
1. Determine the exact reason why you want to do a chargeback. You must be able to explain exactly why you are disputing the charges and exactly how PayPal's services enter into the equation. You'll need to explain them to both PayPal and to your credit card company to do a proper chargeback.
2. File a transaction dispute and/or an unauthorized charge report on PayPal. While this is not strictly a chargeback, it will start to lay the groundwork and will provide you with additional documentation for your chargeback.
3. Notify your credit card company that you wish to instigate a chargeback. The process itself is conducted mainly through them and not through PayPal, though they are involved if the transaction took place over their service. Your company will notify PayPal's merchant bank, which will speak to PayPal concerning the chargeback.
4. Inform PayPal about the website where you made the purchase and the specific issue you have with the product. PayPal will allow you to report a possibly phony website, which will help make your chargeback go over more readily (see Resources below).
5. Check the name, credit card number and shipping address in the order to make sure that it matches the details on PayPal. That will help clear up any possible dispute over any chargeback you do and make sure that the issue (such as product being sent to the wrong address) doesn't repeat itself.
How to Start an eBay Business with PayPal
1. Sign up for a seller's account at eBay.com. Visit the eBay homepage and click 'Register' at the top of the page. Fill out the required fields on the registration page, including your name, address, phone number and new password, and click 'Continue' at the bottom of the page.
2. Become an eBay seller. Log in to your new account by clicking 'Sign In' at the top of the homepage and entering your username and password. Click the 'Sell' link on the eBay navigation bar and select the button that reads 'Start Selling.' The site will prompt you to enter additional information to activate seller privileges. You will need to enter a valid credit card number. Click 'Continue' when you finish.
3. Visit Paypal.com and click 'Sign Up' at the top of the page. PayPal will ask you to choose a 'Personal,' 'Premier' or 'Business' account. Select 'Premier' if you plan to use your own name as the name of your eBay business, or select 'Business' if you plan to use an official business name. Fill out the required fields on the registration page and click the link that reads 'Agree and Create Account.'
4. Link your PayPal account to your eBay account. Log into your eBay account and click 'My eBay' on the navigation bar. Click the 'Account' tab that appears near the top of the page, directly beneath your username, and select the 'PayPal Account' link on the left side of the page. Click the 'Link to My PayPal Account' button and enter your information.
5. Acquire a resale license or sales ID, sometimes called a seller permit. If you plan to sell on eBay as a business, most states require this certification, which allows you to collect sales and use tax from customers. To apply for a resale license, contact the department that handles taxes in your state. For instance, Florida residents would contact the Department of Revenue, California residents would contact the Board of Equalization, and New York residents would contact the Department of Taxation and Finance.
6. Begin selling on eBay. Log in to your eBay account and click the 'Sell' link to begin listing your items.

PayPal amp; NetSpend Problems
PayPal -- Legal
In 2002 class representatives Jeffrey Resnick and Roberta Toher initiated a class-lawsuit against PayPal alleging the company violated the Electronic Fund Transfer Act of 1978. Signed by President Jimmy Carter, the EFTA identified the liabilities, rights and responsibilities of participants engaged in electronic funds transfer activities. The suit alleged PayPal declined to provide customers with relevant information regarding the resolution of disputes and improper investigative practices concerning electronics funds transfer. A settlement was reached in November 2003, and required PayPal change its business practices involving resolution of disputes and electronic funds practices and pay $9.25 million to the settlement fund.
Other PayPal Problems
PayPal requires customers register the countries they will be logging in from or using their card before departing. While this is an adequate security measure against fraudulent use, PayPal has, in some instances, put a freeze on a customer’s account or debit card upon registering the countries they will be in. PayPal will flag any transaction it deems suspicious and deny you access to your money for as longs as five days, even after meeting the requirements needed to unfreeze your account. Unfreezing a PayPal account from abroad is a difficult endeavor, and requires a fax of your passport as well as a phone number you can be reached in the country you are in.
NetSpend -- Holds and Fees
NetSpend is a prepaid debit card service that allows customers to fund their accounts via direct deposit or in conjunction with one of several payday-loan operations, such as Advance America and Payday Advance, as well as pawn shops. Although NetSpend allows free balance inquiries online, they charge customers 50 cents for balance inquiries made by telephone. Other problems associated with NetSpend include the company’s practices concerning the holding of funds. Although the placement of holds on cardholders’ accounts is commonplace in instances such as renting a hotel room, it isn’t uncommon for NetSpend to take as long as five days to release them after a predetermined date offered to the customer by a NetSpend representative.
Other NetSpend Problems
In addition to payday loan operations and pawn stores, NetSpend has relationships with casinos, such as Las Vegas USA and Sun Palace Casino. These arrangements are possible with the mentioned online casinos, but not brick-and-mortar casinos, such as those in Las Vegas. Such relationships are deemed unethical by the Nevada Gaming Commission. In addition, cards associated with institutions that belong to the NetSpend family of banks, such as MetaBank, were found on the person’s of mercenaries that assassinated a Hamas leader, prompting the U.S. Treasury to issue a rule requiring potential customers to provide identification before opening an account.
